Wordpress Classifieds Website

I'm on a tight budget and looking for someone to create a wordpress classifieds site for me - either from scratch or by buying themes and plugins etc. I am open to getting a solution in the most efficient way possible. I am replacing my website [login to view URL] so the same type of colour scheme is required, but it will function like a traditional classifieds website and only cater for dating and casual encounters. Home page will be very simple with text explaining what the site is and a choice of cities from the UK. I require: Fresh simple design and layout. Posting and replying require captcha. People can post comments under the ads - bit like a blog. No login required to post. Multiple cities from the UK - I can provide list. Pictures can be uploaded with ads. Option for paid / feature ads by paypal. CMS back end to have full control. Bug and glitch free. If the site takes off as expected there will be a lead on job to modify the site with adwords and banners. This is not a specification and I reserve the right to change it, I just shows what I'm looking for. Ideally you would have done one of these before.
