Quick file system time stamp

I need an application that I can call once per minute on a Windows 2008R2 server that will - get the precise time from the system clock - write a small file to the file system (same location where application is being run from) - get the precise time the file was created (file properties) - read the file in and note the precise time when this is done - record/append the times for all entries into a CSV in the file system (same location where application is being run from) The application MUST be a single EXE file. The purpose of this application is to look for pauses or delays in file system performance for a hosting provider. Any other ideas welcome. Application required urgently.
