Retouch and edit 220 JPGs to web friendly images of not more than 100KB each

Hello, I have 220!!! JPGs in good to poor quality to be retouched, edited, cropped, adjusted for colour and looking beautiful for web. Each image should be maximum of 100KB or preferably less with 800 px dimension. I am looking for someone with an eye for detail. That knows when to crop an image tighter, lighten, make thing colours pop without looking too artificial and make a poor image as editorially beautiful as possible. These are cruise ship images and not very exciting. I need these back ASAP. I've already hired a person previously and we mutually agreed to finish the project without hard feelings. He was unable to deliver what I am looking for. So please look at the examples and I can provide a couple of samples to see if you're what we are looking for. The edited images attached aren't quite there. The images are still dark, the colours don't work, they aren't cropped correctly and the photos are noisy. I've provided images of something that I edited to provide an example of what the minimum quality should be.
