Upgrade My WordPress Website (Also Need Updates)

I am currently using WP 2.7, and I know there is a new version available. I would like to upgrade my website to the new version of WP. I would also like to make a slight change to 2 sections on my homepage (hard code), and some minor updates/corrections. The rest of the site should look and work the same. The photo galleries must also continue to work and look the same. PLEASE read the attachment for all details of what you will do for this project. Send me a PM if you want the website link. I would like to keep the project at a reasonable and low price. If I receive many bids from people who can do everything I need, the project will probably go to the lowest bidder. I also want to work with someone that will provide excellent customer service; this includes providing good communication and keeping me updated on the project, making revisions until every detail is perfect, and also helping me with small issues I may experience when the project is complete and doesn't mind answering any questions I may have. I also may have additional WP projects in the future for you if we like working together.
