Links, Web Promotion and Seo needed - Urgent

I need a SEO / link building campaign for my website. All links must be search engine friendly and must be from relevant, related websites and related industries with a page rank of at least 3. Links will only be accepted from pages with a maximum of 25 outgoing external links. - They must remain in place for a least 6 months. - Not from banned/penalized/grey-barred websites. - No links from blogs, forums, newsgroups, link farms, guest books or message boards. - No links from sites that participate in web rings or link exchange programs. - Deployed over a 3 week or longer period - Links must come from pages hosted on different Class-C IP addresses. Must be from English language websites All SEO carried out on the site must be white hat. Very Important. In your bid please state how many links you intend to get, whether they will be one way or reciprocal and any other plans you have to acheive the search engine rankings. Please describe in detail what you will do, such as: -number of links and their quality (PR) -cost per link -relevance -other methods: articles, blogs etc...
