IC Card Reader/Writer Software .NET

I need a Windows desktop application or a .NET library (.dll) that allows to send and receive data from/to a IC SmartCard reader connected via USB. The card type is standard 4442 smart card. This software will be used as a part of a water selling system based on Intelligent cards and smart water meters. The software must read the card information to get the id, cash amount and other data from the user account, and also write the amount of cash bougth by a customer. The aplication must emulate the actions of another currently working propietary software, so we can provide it as a base to make the new application. The application/library code must be fully documented and explained. ## Deliverables Developer must implements the communication layer between application and Smart Card reader via USB using a self created component or a free use third party component for USB communications.
