Build Twilio App to handle automated outbound calling

I am looking for someone who is EXPERIENCED in telecommunications API's, in particular, Twilio. I want to use Twilio to handle automated outbound calls to my customers for appointment reminders. There is a very specific need that I have for it's use. It will call the customer to let them about there appointment and will call consecutively up 3 times one minute apart to try to reach the customer and if do not get an answer or a proper response on any call, will write the call results to my database. During the answered call, the customer will be presented with 3 choices to respond to (so I am thinking IVR-like function which Twilio provides). Oh, yes. All my customers are here in China so all calls will be international which I checked and Twilio seems to handle with no problem. I would expect this to be done within a weeks time.
