You have a server that you are trying to convert from Hyper-V to VMWare. At some point the process has gone wrong, leaving you with a system that will not boot. You have provided a (really helpful) screenshot illustrating the problem.
Superficially it looks like the root device available within the VMWare environment has not yet been defined on the kernel boot line. I can fix this up for you - along with the associated changes to the initial boot configuration files.
