I will do archiving using zip, rar or 7z format. Whatever suits you. The application will start with windows so you can rest assure it will be working 24/7. Most of my projects has email functionality, my initial assesment here is you need to have the maintenance page wherein you will have the setup and schedule of emails you want to send. then you need a windows service to check the schedule for automatically sending the email if it is time to send the email, another way for automatically sending email using database is utilizing the sql server agent job.
