e-signature FSIS/FDA 21 CFR part 11

I want to allow my data collection (form - based data gathering) to be FDA CFR Part 11 or FSIS compliant so that it can be used to gather data related to the American Food industry. Ok, you need a username and unique password but what else.....how can the requirement be properly fulfilled easily. For example I was thinking of being ISO certified might indicate that I had proper systems.... From my research, FSIS / FDA may want to verify compliance....what does this mean... What if the person signed the document with a touch pad pen....? Before bidding, I need you to have worked on a FSIS / FDA related system where compliance with 21 CFR Part 11 was mandatory or you had a compliant work around. I am a small business so a simple small attainable solution is needed...simpler the better.....but must be acceptable to FDA / FSIS. If there isn't a simple solution, then a roadmap of tasks I need to complete to achieve compliance. Thanks
