Write some Software and design intranet site

I need an intranet site designed or software designed to help with our business. Here is a description of what we do: 1. We have 9 branches and main office. for simplicity; lets cal leach office by numbers: 1, 2, 3, 4, 5, 6, 7, 8 and 9. Main office is HQ. 2. Customers come into each branch and sign up for a legal document preparation services. Then they complete a questionnaire. The branch would then send the document to HQ to prepare the document based on the completed questionnaire. Then HQ sends the document to the branch, and then the branch sends it to the customer. We need the following software/website/intranet: - to allow questionnaire to be completed using fillable pdf - questionnaire to be then uploaded to an intranet viewable page that lists all uploaded questionnaires and then gets automatically queued - questionnaires coming from the different branches also queued showing who uploaded them (what branch), the date and time they were uploaded, the due date, status (complete/rejected/pending information/etc.). - the questionnaires are used to prepare legal documents. - If the questionnaire is incomplete and has errors, it would get rejected by HQ uploading the rejection notice into the same page. - Each branch would only see documents on the itnranet page that belongs to it. HQ would see all documents uploaded by all branches. - When a document completion deadline is missed, the fonts for the particular late questionnaire turns ref and a notice of late appears. - The main page that displays all documents, status, etc, would look like a sophisticated spreadsheet that is well designed and easy to read and see. - The data base will be hosted on a third party server (goo daddy) or we can use this intranet site / software to link to sharefile (which is a file sharing program with server) Thanks,
