Write/Provide Objective C Algo for Taxi Meter - Android Bonus with CMS Admin

Hi We need a Taxi Ride Meter Algorithm for IOS and admin side Management PHP(MUST be PHP) Parametes control for US and international Show us why yours is popular and how it adjust to local market rates... we should be able to edit or adjust local taxi rates into admin and will update the Algorithem.. for each city and state in US - International if you have - Bonus! including : first milepickup , every mile after / each additional + wait time like any meter Taxi basd on local city /country rates(No need to sure charges..when lots of demand) If it also consider rates or other Taxi share apps: ube, Lyft,Juno, etc..let us know(BONUS) We want to have Lowest Meter taxi rate based on local rates in each city/State and Share Ride apps..we always want to have control of rates and provide in our meter always the lowest rates..So I guess it is also a system that know and grab other rates from other local taxi providers and Taxi Apps... Your algo will allow to track driver progress/wait time etc so we can use this meter in our app. We prefer someone who already wrote it / modify it for our needs and let us integrate code and test it with our app.. Driver Position, Tracking of distance and time and using lowest local rates as a meter.. So we can add to our Ride App... Bonus: if you have it also for Android Thx!
