Need to create a Stochastic Search Project Allocation System in Java. Need to strictly follow the rules and things mentioned in the attached Document. And a sample data file to understand the document is also attached and please check that too. The proposals without reading the document completely will be ignored. So please read the document completely and understand it carefully and then bid and add the proposals. Need to complete this as soon as possible and need some diagrams for the program too. (Class Diagram would be enough) Remember you can't use any existing solutions or libraries for that and it is not a valid solution for the problem and it is also mentioned in the document.
