PHP & XML Work

Hello, I need a very capable & competent freelancer who can help me with some PHP & XML work. Basically I currently have an application form on my website which once submitted sends the data off to a third party server. We then receive a response as to whether the applicant was approved or declined. Currently if the applicant is accepted he will be redirected to another website, and if he is declined he will be simply be taken to a page on our website notifying him. We need to change this a little bit, if the applicant is accepted he should still be taken to another website but if he is declined we would like to resend the details back to the 3rd party server but with some variables changed and receive another response and see if he was accepted or declined this time, and if this time he was declined then we simply take him to the declined page on our server. Low bids, good communication and good knowledge is favored. Also, we would like this completed as quickly as possible. We have all the documentation and I can be online to assist at any point.
