Hello! To answer your question - yes, MS Access is a perfect tool for this database. A graph is easy to create, but to have it nice, I'll use Excel (we will use it as an object to create a chart only). However, I do not see it is possible to do it within the budget you have and to be good and professional. Therefore I am giving my offer asking you to consider the final amount.
