Blockchain Technology Driven Money Transfer

I need a site like https://www.coinpip.com. This site must be built using blockchain technology. If you do not have blockchain experience disregard this project. You will simply be wasting my time and yours. I also need to have the option of what countries and states I can select and deselect. This needs to be on the backend in the admin page. I want the ability to choose what percentage I can charge. I want the user to have access to a currency convertor that includes BTC, ETH, LTC, Dash, and Monero. Please include a 5 minute timeout if the computer/mobile device the user is using let's it sit idle with no activity.
