WordPress Plugin to add award categories as wordpress post categories, tweets

This project is actually not to create a whole template, just a plugin. Please see navgtr.org. The plugin would allow people with other websites to add, as wordpress categories, or as wordpress tags, the award categories at NAVGTR, AIAS, GANG, IGF, etc. so that as people post articles on games, they can tag them for award categories and thereby create buzz and help the nominating process. If possible, it would also create an auto-tweet on the hashtags we have created for our award categories (i.e. [login to view URL]!/search/realtime/%23navgtrGameOfTheYear ) Other plugins would do the same thing but for the film industry, television industry, music industry, etc. For film, the plugin would allow people with other websites to add, as wordpress categories, or as wordpress tags, the award categories from the Oscars, BAFTA, Golden Globes, AFI, etc. so that as people post articles on films, they can tag them for award categories such as Best Actor and thereby create buzz. The Golden Globes has hashtags for all its award categories.
