Websites Needing Built

I have numerous domains, that I want to have the .net sites built to mimick the .com website which we don't own but that we have affiliate accounts with. So it can be just an image of the .com site that when someone presses will take them to the .com site there for we get credit for bringing that customer. Hope that makes sense. That is step 1. Next step is we want all sites to be setup with proper seo. You can link all sites together and do whatever else is required, headers, footers, tags, etc etc so that we can move up the rankings as quick as possible. Only thing is i don't want the sites to get blacklisted. Other than that anything else goes! We have some sites built but they have not been maintained all that well so it may be best to build a simple template that you can add site banners and other graphics in an out. May be a better idea to go that way? That is for you to let me know. I need to know cost and time frame. My partner is very proficient with building sites so if it is a ridiculous $ then we won't use you. If it is sensible and the time frame is reasonable then we can go at it hard. I don't care if the exact same template is used for every site. what i care about is they are functional and they bring in traffic. Here is a list of the domains. Some of the .com domains we have we can have point at whatever site as they are ours.
