Interested in a professional and experienced developer to work on a new "hotornot" site project. We would like to see significant background with PHP, Javascript, XML, Document Object Model, etc... and will only consider offers that include a well written plan and/or explanation of how the site would be developed. We also prefer a company or team as opposed to an individual only because we are hoping to develop a strong relationship with the developers moving forward for the purpose of service and support as well as future projects. However, if the background and experience is impressive we would be happy to consider an individual or smaller team.
The site needs to allow:
1) users to create a profile where they can post their pictures
2) a delayed posting of photos so they can be manually approved on the backend
3) visitors to the site have the ability to rank the photos
