327304 Remodel and Re-code Our Site

I currently have a website that was built quite a few years ago. Over the years I've worked with quite a few programmers and they all say the programming is written poorly. Some of the coding is using GLOBAL connections via PHP which I've heard is not very secure. I already have the new design for my site all setup. I built it using Dreamweaver CS4. I would now like to hire someone to reprogram the whole site from the ground up and make sure it is done correct this time. YOU MUST know PHP very well and assure me the programming will be done and secure. I will want to make sure my admin panel is encrypted and be very difficult to crack. My regular programmer will be overlooking the site once completed to assure me this was done correctly. The entire details to this project are in the Microsoft Word document attached to this project.
