new look Navigation, dropdown menu and homepage layout

I am looking to have my php/css website template altered slightly - the changes that I require are listed below. TOP NAVIGATION The current top navigation needs to be altered so that it is no longer colour coded and the links will be spaced evenly apart. DROPDOWN MENU The dropdown menu needs to be changed so that it looks like the one on another site that I like and so that it is tied in well with the top navigation so it looks natural. HOMEPAGE Homepage main area needs redesigning so that it has space for a flash banner at the top, then a long tab box (four tabs) and below that will be three text boxes and finally two text boxes at the bottom. Also if you can clean up the code removing anything that is no longer relevant as that will make the site code a lot cleaner. Images and links can be provided on request, please contact me via PM with relistic time scale please as this is an urgent project. Sadly budget is pretty tight (as usual) so please do not go way above it as you will be waising my time and yours.
