Functional One-Page Website Needed

I need a single webpage designed for my site. The page will consist of 7 bubbles (or squares) of information. 2 of the squares will hold advertisements (one 300x300 and one 125x125). One square will pull a news story from an RSS feed. One square will need to list the most currently active topics in a phpbb forum (I already have a mod installed on the phpbb that culls this information, but it will be your responsibility to pull that information into the created webpage). One box will hold 3 small image thumbnails and link to 3 forum threads that I choose (and will edit on my own). One box will hold a simple text message that I edit in. One box will hold a small form to allow people to sign up for a newsletter (must be made to work). I have a basic design for the page already laid out...just ask and I will show it to you through the PMB. I'm looking for something simple, yet VERY nice looking. As you see, it's one page that will only point to already existing locations. Whether or not there is an admin page for me to edit this information easily is optional, so PLEASE INDICATE THAT WHEN YOU BID. My budget is small, and I will obviously expect offers to design the page without an admin panel to be lower than the offers that include it. Offers that DO include a basic admin interface and are still reasonably priced will obviously get the highest consideration. However, I am perfectly willing to edit my own changes/edits in to the page without an admin panel as long as the code is CLEAN and precise...so please feel free to bid even if you can't provide an admin page for it.
