Build installer for .NET application

We have a .NET application , we need a professional installer done for it . We already purchased Wise and we will need you to use it on this . The installer should handle the following features 1)Web update for the application ( wise already does this ) 2)Ask for serial to do the installation ( wise already does this ) 3)Optional step that , depending on user answer wil install the database structure on the SQL server , so a dialog must appear asking for SQL ip ,username,pass . This third feature will take some effort from you , just to let you know , wise can run an EXE as part of its setup , or if you are able to implement this from inside wise scripting that will be also perfect . Our application must be installed with all components , and a certain directory structure is needed to be built , and those directories contain many files ,thats also easy for wise . We will give you our current installer , and our source code if needed . Buyer will receive exclusive and complete copyrights to all work purchased.
