Hi, I can do this for you. Will use ajax, and auto complete, so when the user starts typing the name of the shcool the closest matches appear in the dropwdown. If you will ask me, this should use a mysql database instead of csv files, because is faster and more operations can be made. the output can be saved as csv, or any other format you want.
