Count up needed reposted

I need a script that will show a count up that increments by one every minute, but I need this script to remember the countup number. IE...if the number shows 1000 it will continue to countup and not reset to 0 if page refreshes. It needs to always be going up no matter who views it. The person that gets this project will need to complete it quickly, within one day. They will need to provide all necessary documents as to how to install it into an HTML or PHP. If a DB is to be used the project awardee will need to use their own DB setup and describe how to have this installed into my DB. There will be no access granted to any of my DBs in this case. I need all project results in either txt files or HTML/PHP files delivered to me and these will be inspected before payment is made to make sure they work properly. This should be quite easy for anyone familiar with Javascript, PHP, HTML (and MySQL if need be). Once I am sure the script works I will make payment in full after I see live version working. My Budget for this is $30.00, do not place a bid for more than this amount as it will not be accepted.
