ONE page design. Need someone to design 1 page for homepage

I am looking for someone to be able to create one single page as a home (entry) page that will be used and linked into our site.? We only need the one page done.? I want the home page to look VERY similar to <[login to view URL]>? You will see there is some VERY light flash on the top and the rest is very basic.?
