A Online Expense System.
In the first instance I have created a PDF document flow charting the system we would like to implement. (please find attached the pdf)
As further description each Claimant will have individual logins to a website. When they login they will be presented with a number of options
1. New Claim - add another claim
2. Claim Status - view old claims and their status's
A claimant would click on "New Claim" and be presented with a form which requires them to fill in details about the claim

Claim Line Number (automatic)
Claimant details (their name and department should be automatically filled in from their login)
Claim Details
Quantity
Cost Code (eg Taxi, Hotel etc) this will be linked to a nominal code
Mileage rate (30p per mile and only applicable if Mileage is selected in the cost code)
Gross Value
VAT
Net
A person should have the ability to put in the NET value and the Gross and VAT are worked out.
After the claimant has entered the claim they either
1. save (for future additions/amendments)
2. submit at which point they can no longer change/delete the claim. (but can print the claim out)
Upon submission a e-mail is sent to their line manager with a hyperlink to the claim, the manager clicks on the link and is taken to a login page and once logged in can accept or reject the claim (this can be done on either a line by line basis or on the whole claim) If the claim is rejected (even if one line is rejected) the manager has a notes field which they can fill in for reasons at which point a e-mail is sent to the claimant with a link to the rejected claim.
If the claim is accepted an e-mail is then sent to the accountant for final approval or rejection. There will be two levels of accountants, ones who can simply accept or reject and the other who can amend the claim. Finally a the end of a period the accountant should be able to download all accepted claims within a certain date range.
In terms of back end we are looking for this to reside on a web server running MySQL database within a completely separate domain.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
