354070 Website for Tourist / City

I'm looking to develop a FULLY EDITABLE website with CMS. I was told Joomla or ASP.Net is the best. I'd like coder to tell me which language is best and what would have the most USER FRIENDLY CMS. I want an out-of-the-box CMS not homemade, since I have 2 homemade CMS's that do not work well. Coder will create and design a tourist website for a specific town in the USA, which will be SEO by the coder. Main theme colors and photos have been chosen and logo has been created. Text for each page has been written and photos have been chosen except for a few pages, I'm working on now. Site will have MANY AFFILATE LINKS CLICKABLE on the RIGHT HAND SIDE of EACH PAGE. I need the Affiliate links to be easily edited by me monthly. I want a VERY MODERN, clean looking, simple site not crowded / busy and very professional looking. This is a challenge given all the affiliate links on the right side of the page. I don't want JUST A CODER, I want an experienced coder/designer who can give me samples of layouts, fonts, and overall design suggestions. The key is a cool, clean, professional, modern look. I'd need coder to give us a CMS tutorial to make we know how to use and update the site. Photos: There will be about 6 photos on each page, which will rotate. I really liked the JOOMLA Simple Image Rotator, but open to your suggestions, some pages will have photos that do not move as well. Site will need links to FOLLOW US on : TWITTER / BLOG / FACEBOOK / LINKEDIN with their clickable logos. The coder MUST have an excellent command of the English language and make sure the website is free of spelling and grammar errors. *** Coders with the added skills of SEO (proven and verifiable SEO experience) and AFFILIATE LINKS (websites created where affiliate links / banners were embedded into site) will be considered first. *** I will be developing 3 more sites over the next few months, they are: 1) a Job Board 2) Private Investigator site 3) Employment Agency site.
