web based order management - vendor automation

We have hundreds of vendors and have over 32,000 products which we need to automate in real time with our existing system which is [[login to view URL]][1] We really want to keep this system in place and want our new program to mesh with it. We want to allow vendors to login and update orders/cancel orders and have those orders automatically go to the next vendor of choice. We also need the vendors to enter tracking numbers/bill of lading from trucking companies and need them to spool out the tracking numbers to customers via email. Be able to upload via text. csv. and any other possible option for our vendors to provide the cost of goods, sku #'s our order number and tracking numbers. System must be able to export all files as well. Must have seperate login, individual ip address, system must be loaded on to our server, windows 2000, prefer project to be written in asp or asp.net, or cold fusion. Need integration with [login to view URL] our online credit card process to be able to credit/update orders and change cost all the while sending confirmation emails to customer and vendor updating the change of or cancellation of order. These orders will be exported to quickbooks. Encrypt credit card numbers. Allow vendor to view, print, and email bill of lading and export files to upload to fedex and or ups. We must have confirmation that products have shipped from vendors with reminders that would email out if vendor has not fulfilled in X amount of days. Our products in shopsite based off of our sku numbers must have the order placed with numerous vendors, so if the first vendor does not have in stock, the order will be fulfilled by the second choice vendor automatically after the first vendor cancels, this list could go up to 800 different vendors, very very important!
