Alter a pdf image

I have attached a pdf image that I would like to change slightly: Attached you will see a nautical chart in PDF. It is quite large (approximately 34 by 42 inches). I would like to print and frame this chart but I don't need much of the left side. Is it possible to move the left margin along with the two left borders (solid black line and scale with Latitude) to the 124 degree, 50 minute mark? If you can do this, I'd like to clean up any broken words or symbols in the chart itself or along the top and bottom margin, near the spliced area, that make the splice evident. I've attached a very sketchy example from cutting and pasting screen shots. My example only shows the top half of the chart so please don't let that mislead you. I'd like the final print to be full length (top to bottom). If we can do this step, I might have a bit more work later on (can we add photographs to the chart.....like a picture of an island or my boat, for example)? For now, this project, I'm only interested in truncating the chart to be narrower and look nice.
