Convert The Econometrics Librar ( Gretl; open source ) into C++ DLL library and second step Matlab toolboxes same as first

I need the following solution : Converting the Following Matlab2013b Toolboxes -Econometrics toolbox. -Neural Network Toolbox. -Optimization Toolbox. All Toolboxes should be converted into C++ code that is compiled as a DLL, such code is then called into MQL4/MQL5 by functions. The Finished code will involve the following : 1) A fully operating DLL that I can call its functions From MQL4/MQL5 2) The DLL is self dependent where it does not need Matlab engine installed on the system. 3) All functions and variables must be named the same as in Matlab2013b Econometrics Toolbox . 4) Needs separate DLLs compiled for A) 32 bit operating system. B) 64 bit operating system. 5) The DLL should be error free and calling its functions should works fine with MQL4 and MQL5, runs fine with MQL4 back testing and optimization, also runs fine with MQL5 multi core back testing and optimization. 6) Commenting the code as much as you can or use the comments used in Matlab.
