Hello, You have mentioned a document in your project description but I can not find it. This is required to know how large is the project. You also mentioned the Angular.js, is it in scope to provide AngularJS pages to test the REST API ? For the requirement that the API needs to be used by different teams, we can deploy as many instances of the API we want (each of them will use a different MySQL database, we can differentiate the APIs using some version number like /api/v1/ , /api/v2/ ....). For the REST API implementation, I can do it using JAX-RS Jersey or using Spring REST support, the database will be accessed via JPA (backed by Hibernate). I'm comfortable with using Maven (preferred) or Ant as build tools.
