Write an Android application

I have a Samsung galaxy tab 4 that constantly displays the same website. I would like an app made that when the tablet hasn’t been used for a set period of time the tablet will play a video. If the tablet is touched the video will cease playing and the website can be viewed again. The app will need to have a locked out menu that enables me to select the video that will play looped. I would also like the application to be locked so that other users cannot exit away from a particular website. Basically, I have a product that uses' the company’s website to select the product that best suits the end user. The end user goes onto the website using the tablet and follows a series of prompts to reach a final product that will suit them. I would like the video on the tablet to play while no customer is using the tablet as it will create a visual display. Thank you.
