Joomla - members feature

I require a MEMBERS feature on a Joomla 1.5.22 website. Members will be companies and organisations, not individuals. Not sure if Community Builder or JomSocial is better. You need to tell me which one is better and why. Or maybe you know of something else that is better than those two. The members section needs users to upload files of all types (docx, pdf, jpg) for other people to access as well. These files need to be placed in predefined categories. The administrator of this website needs to send Newsletters are all 'subscribers'. The administrator also needs to have control over all uploaded files and be able to move them from one category to the next. eg: from Cat1 to Archives. An Events Calendar is also required if it is part of the members system (ie: to invite specific members). Otherwise we will just use JEvents. 'Tips' or help icons or popups on how to use this system need to be provided as well. You need to have a good command of the English language to bid. Professionals only so I need to see proof of such work that you have done already. Small budget as this is only a feature on a website not the whole thing. No deposits or milestones as I need this to work 100% before any payment is released. I will be designing & developing the rest of the site.
