Highlight user-defined spots on an image (online app)

I need you to create an online solution (you can use Ajax/Flash/Javascript) that will alllow the user to mark/highlight elliptical areas of an image by using mouse and save the marked coordinates to a text field in some simple format that can easily be copied/pasted to an email. The application needs to be configurable via some config file which will contain the image path and possibly other variables as needed (positioning of the image, opacity of the highlighted area etc.). The app will contain an anatomical image and the user will mark the areas where abnormal sensation is perceived (such as pain), so the shapes used to mark the areas would not be rectangular, but mostly circular and elliptical, sometimes linear (for example for nerve pains). The marking of an area should be intuitive enough so that users can figure it out easily without a manual or at most some few sentences. The app must provide the following features: - config file for image path and related data - selection of a color of the highlighting shape from up to 7 pre-defined colors (colors must be customizable via cfg file) - easy process of marking the desired area using mouse - elliptical selection tool (for drawing the shape) and free transform tool (for rotating the shape) in Photoshop is a good example as to how it should work - ideally the ellipse would be drawn by holding the left mouse button and rotated with right mouse button - while the shape is "selected" it should be possible to move it about the image while maintaining the shape (as in selection tool in Photoshop) - the ability to define the orientation and size of the highlighting shape easily - undo capability - ability to export/import the highlighting shapes data from a text field - nice and user friendly interface - must work in all major browsers The data for each highlighted shape should be something simple, for example C1X20Y100A45Q20R30 where C1 indicates color 1, X is x position of the centre, Y is y position, A is a rotating angle and Q and R are radiuses of the ellipse.
