Implement google geolocation script on a classifieds website

We are looking for a developer that has experience in a wide range of applications and knowledge of many scripts like Smarty PHP, Ajax, Javascript, MySQL, JQuery. We need to implement the google geolocation and a few other changes, fixes and implementations. We are looking for someone very serious that delivers on time and can implement something on the site from start to finish rather than have us look for different coders at different stages of the implementation process. We have had problems with indians in the past that took 5 months instead of 3 weeks. Made the mistake of paying him without the final glitches fixed and gave him good feedback. After, he didn't care and dragged on the project for many many months for something that would've taken only a few days. If you are one of those and do not keep to your word, DO NOT bid! We will pay in milestones as each little project is finished. We would also need you to sign a declaration that you will NOT use any of the code/script from our website in any other way.
