Photoshop Template Set Up & Coding

I need someone to help us set up a Photoshop template to merge with an Excel spreadsheet. The Photoshop document will contain about 12 to 15 dynamic text boxes. Each text box will have a set dimension with a set font type and set font color, so when merged with an excel spreadsheet containing words and phrases (12 to 15 columns), the Photoshop template will be populated with words arranged in a certain format. If the merged word or phrase, is long, the text box will automatically adjust the size of the font to be smaller, so all text for that text box will fit in. If the merged word is short, the textbox will automatically adjust the size of the text to be big to occupy the entire textbox. If you know of any other software that can do this, we are open to your suggestions, but our preference is Photoshop. Budget= $15
