Customise - Cook Islands Procurement site!

We currently have [url removed, login to view] to list projects for the Cook Islands Government.
We need to customise the site but lack the knowledge how.
Attached is the homepage...we want to add another box/module if you like to hold documents that we load, e.g Policies header and a list of doucments of policies for procurement available.
We also need to sort out uploading documents...currently using digital goods but when uploading *.doc extensions for customers to download, when downloaded, the file does not have the extension .doc etc...pdf however works ok.
Anyway, there are a lot of improvement required of the site and anyone that can assist we will like to use for further development.
