Supply a road Driving Time and Distance Matrix for the purpose of academic research.
Specification
Number of unique locations: 1,803.
NB Calculation and supply of reciprocal times and distances also required, i.e. time and distance from A to B and B to A (as these can often be different).
Units:
Time: Hours: Minutes: Seconds
Distance: Kilometres
Output: Microsoft XL or similar
Note: The driving time should be taken at midday.
Obvious Challenges
It appears the number of data points in the matrix will be: 2 x ((1803 x 1803)-1803) = 6,498,012
Google or similar does not offer a feasible solution to produce a matrix this size.
Process
Phase I
Please supply evidence of successfully producing similar work. NB work should be of similar scale. Please supply outline method and pricing.
Phase II
If successful, you will be supplied with a sample dataset (approx 100 sites) for completion and assessment.
Phase III
Contract award – agree timelines, budget, and detailed specification. Part payment will be considered.
Phase IV
Undertake project. Ongoing liaison if necessary.
Phase V
Delivery and final payment.
Notes
This research is for academic purposes only. The budget is therefore limited.
Location data is longitude and latitude (degrees with six figure decimalised mantissa
e.g. -8.690585, 52.427712).
Deadline for submission of interest 1200 GMT, 29 June 2021.

I am GIS expert with very good knowledge about network analysis. I can calculate time-distance matrix as seperated files since count is big than merge in a file so you an see them alltogether.
I couldn't find my older files to share with you but prepare soe random point in that area to demonstrate you. I added photos about it. Made with 20 to 20 different area as a result of 400 time and distance. I didn't included reverse of it since it is just demonstration but ı can flip the points and remake the analysis if you need. You may see straight lines in the pictures but travels are not straights that lines just for who goes where (like relationship). I added one of that lines detailed version so you can see for yourself.

This is an interesting problem, I do understand the quantum of data as a matrix size.
I'm best suitable for this job because I handle 4642 x 4642 matrix in programming language. So I understand the challenges involved in it. Even if the data exceeds I could handle using some of the package in R with out reading on to RAM.
