Landing Page Graphic

Need a flash plugin which will play once and then lock in place at the final frame - possibly replay after a short pause. Exact duration is unknown and will for the most part be left up to the artist's artistic feel. Dimensions approximately 1000 pixels wide, height to be determined by layout. We want a 3-D (ish) map of the United States which will be rotated back so as to appear as if you are looking at it from a 45 degree angle. From various (5) location on the map, arcing lines will spawn, trailing from the origin point to various locations arrayed around them - For example, 6 lines spawn at Houston, ending in Dallas, Austin, Oklahoma City, New Orleans, etc. These lines should spawn over time, not all at once. While these arcs are appearing, various key marketing phrases and words (from 1 to 3 words each) will fade in to the screen, perhaps through the map, or starting small and growing in size until they fade out. When the last phrase comes in, the arcs will be complete and the final frame will freeze. Further details or discussion is available if required. If there is a better way (besides flash) to accomplish the project, we are open to it - we just want this to be the main element on our landing page. Finished (web-ready) file and HTML integration code to place it on the page are to be the final deliverable. We would also like the artist to be available for additional edits/website work as we move forward if possible. Time is of the essence, but not an overnight job. Thank you!
