Have worked in smart metering field for a period of 6 years and have built various application for meter reading purpose like Android application, Head End System(HES), Windows based application like BCS, Meter Reader application (like GuruX dlms director). Have worked on STS protocol for prepayment smart meter. Latest I worked on converting a normal dlms meter into a smart meter by providing DLMS functionality to the company AMR solution. I am currently working on a similar project that involves remote monitoring and control (ON/OFF) of solar pump controller(PDS33) and its reservoir tank using controller communication port RS485 with Arduino Uno as master and SIM800L for internet/SMS services. The USB you have on photo is the right one if you only want to show the meter data on PC. I used it with a simulation software to test CODE and it works. If you can make available the address map register of that meter in English or you translate, be assured success. I think your project is only remote monitoring. Am an embedded software engineer and at ease with arduino/ESP. Will make sure you understand the concept so that in future you can handle any other similar case.
