I have good experience on working on large text file and extracting data using PERL scripts and C code to databases such MySQL, SQL Server. The Data can be subsequently stored in csv files or other desired file formats. My experience includes working large genomic data files downloaded from online resources.

First I will explain my assumptions about task: - There is no need to use any database. Simple python script will suffice and this is the method I will use. - Files per state - I assume there is no need to generate files for states without matching entries. In addition to result CSV files I will add python script used to generate them Best regards
