Hi, Your budget is not really sufficient. Although there will be multiple freelancers to whom 10K USD is very big amount but at the end they will not be able to finish the project. We are a company and a globally reputed one for custom ERP development from India and we know what a project management software can be. This is not a one man job at all. There should be a team working consisting of project manager, designers, developers, testers, QA and technical writers for documentations as well.
