PostgreSQL 13 database and program to upload to it

I need the source code and a program to upload a few thousand html files into a Postgresql database. I have a copy of the html file and the fields I want, which is basically the whole page except the bottom part orders, and deals I do not need this information. I want 3 tables, Settings, Results, Inputs with a primary key that links them all. More instructions on the graphic but should be pretty straightforward. I want to be able to run the program and have it load files into the database and then delete them once loaded. All of the files are in the c:\html directory. I am open to program language and looking for a price quote to get this project completed. Thanks. I will give you more files to test with when selected. I need the code, and I also need to own the code that you make for me and I need it to work in Windows 10. I would like a fixed price quote.
