What you're asking about is extremely doable. I have built similar solutions that read data from Excel and other data sources, and then use a combination of the data and program logic to place shapes onto the Visio drawing page. I can provide an example of code that builds a simple diagram from data if you'd like. BTW, my time estimate is longer than normal because I'm finishing writing a book about Visio: Visio 2013 Step by Step.
