Are you familiar with this language?

I have personals sites which are written in the following language... I think it's just perl and mysql and uses special modules? Many programmers have told me that it is not a very commonly used language and have had problems doing modifications to the script because of thsi language. This is what I need: (1) I need to find someone who "fully understands" and is extremely familiar and competent with this language. (2) I'll need evidence of this. I need a few modifications done to the scripts and need to find such a programmer. I will attach a few of the cgi files used in this script so that you may be able to have a look at them and assess the language. Once I choose the programmer, I will create the projects.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased.
