I have written many automation scripts beyond this, so I am able to write this script fast and cheap. I will use Python, and the script will be reusable with other excel files that follow the same data structure.

What Makes me the best candidate? Well I have a similar script and I only just have to tweak it from here and there to read from your excel sheet and get the links as PDF. I was using it for my master thesis to download some videos from Amazon and Youtube, but the principle is very much the same. At max it will just take 15 minutes to rewrite the script, and unless there is nothing wrong with the drop box folder I could get it running right away... Seriously this is a very simple job for me...
