setup CRON in Windows to perform various tasks

This process needs to be setup on Cron, and run every time there are files on computer #1 that need to be processed, or at least every 5 minutes. I am using Windows 7
1. All text files in C:\desktop\txtfile (on computer #1) ==> C:\wamp\www\import (on computer #2)
2. All XML files in C:\desktop\xmlfiles (on computer #1) =>> C:\wamp\www\import\files (on computer #2)
3. All Pdf & xml receipts in C:\desktop\receipts (on computer #1) ==> C:\wamp\www\import\receipts (on computer #2)
4. Script: localhost/import needs to run automatically in browser every time step 1, 2, & 3 are complete
5. after script is run(#4), .txt file & .xml file need to be taken out of their directories and placed in another folder(on comuter#2) just as a backup. (all receipts will automatically be taken out by script)
