Require the following website designed and possibly administered: changes would be made as directed by market and customers. One initial site to be followed by minimum 6 cloned sites for neighbouring communities:
Small city directory, pop 200,00, designed along the lines of [login to view URL] with the ability to have mixed content, as follows:
News,local and national - updated by RSS feeds
Local Business directory, with 1 main ad and possibly 6 preferred ad spots, balance would be free listing added by users themselves
email setup for notifying advertisers and registered users
database for advertisers, notification and account balances etc
Local weather
Attached blog or forum for reader feedback and articles
Advertising database and accessories
Sections that would be defined by type, ie sports, political, local charities etc
Run SEO program to ensure high ranking for advertised business listings and website as a whole
Ability for user to set up home page from list of available sections would also be nice if possible.
Also have small website [login to view URL] that requires optimizing. It is currently set up with frames and requires updating etc.
