Simple Visual C# window client web service sending string to server that save it in my sql database

Develop a simple window form client with Visual c# sending data with web service with one of the standart such as REST JASSON... The client should send string split with comma such as "FAIL,ERROR,1000,10,12-2-2014,XXX " (15 field for maximum) from a label on the form when presssing send button. Develop.c# sever to recieve the webservice and save the parsed field in a simple database in mysql. The Mysql database should defined by your support. The app send a simple string and the server save it on server database such as mySQL. The client and the server are in the same LAN with DHCP,2 regular PC with windows 8 with no Server or IIS on them (optionally the server will be install on a web site). The client should be able to find the server in case of the IP change in the server (since there is DHCP). The server should be defined to be able to recieve messges from the clients web service. Instruction to define and installed the MySql and IIS. Support with remote assistent untill the server working with client visual c# Application. The server should be able to recieve mutliple requests from multiple clients. All source code with be delivered with explanation on each line of code. Each milestone will be delivered with source code. Each milestone will be paid after full delivery and testing. On each milestone there will be few hours to one day testing. In case that the delivered milestone is not well delivered the project can be award to another freelancer after each milestone.
